How should an Australian owner or builder verify imported-window evidence before approving shop drawings and production?

Context

A buyer sourcing windows for Australia may receive a laboratory report, supplier declaration, glass test, or document headed AS 2047 compliant. The project may still be developing its opening sizes, frame system, mullion arrangement, glass selection, and installation details. Site location, building classification, wind information, exposure, and state or territory rules can also change what evidence the responsible professional needs to accept.

The specific problem

The presence of the correct standard number does not prove that a report covers the ordered product. A smaller tested unit, different frame series, different opening type, glass-only report, or unclear report scope may not support a custom unit. Waiting until manufacturing is complete to ask the local certifier can lead to redesign, retesting, replacement, or delay. Combining AS 2047, glass safety, energy performance, and installation into one vague compliance claim also hides which requirement remains unresolved.

Our diagnosis

Its referenced-documents schedule identifies AS 2047:2014 incorporating Amendments 1 and 2. For covered Class 1 and 10 external glazed assemblies, NCC H1D8 connects the design, construction, and installation of windows and framed glazed doors to AS 2047 and the Housing Provisions. This is a whole-system pathway involving the frame, structural members, seals, and water-management details, not a glass-only check. AS 1288 or other NCC provisions address separate glazing conditions, while project energy requirements and local approvals remain distinct layers.

How we handled it

1. Define the site and regulatory inputs

Record the project state or territory, building classification, site wind information or design pressures, exposure, wall construction, and any project-specific energy, safety, or planning conditions. These inputs should come from the local design team or approval pathway, not from a supplier's assumption based only on the city name.

2. Build one controlled window schedule

Give every opening a stable mark and record its size, opening type, frame series, glass build-up, hardware, reinforcement, colour, and location. Identify unusually large or non-standard units. This schedule becomes the common reference for evidence review, shop drawings, production, inspection, and site installation.

3. Match evidence to the complete proposed system

Check the manufacturer, product series, opening type, configuration, dimensions or stated limits, applicable standard edition, issuing body, and reported results. Review whether the document is a current certificate, an accredited laboratory report, or another form of evidence recognised through the NCC pathway. A document bearing AS 2047 but describing a different product should remain an open item.

4. Separate the compliance layers and obtain acceptance

Review the complete framed window under the AS 2047 pathway, glass selection and human-impact conditions under AS 1288 or the applicable NCC provisions, energy values under the project's energy documentation, and any additional local requirements. Send the controlled schedule, evidence, installation details, and exceptions to the architect, engineer, or certifier before approving production.

5. Freeze production and preserve the handover record

Once accepted, lock the frame, reinforcement, glass, hardware, opening arrangement, and installation assumptions into the signed shop drawings. Any substitution should reopen the relevant evidence check. Inspect sampled units against opening marks and retain certificates, reports, glass records, installation instructions, approvals, and inspection evidence in the final project file.
